松本市役所の本庁舎は、元は上土通りの女鳥羽川に面した角にあったが、昭和29年の町村合併促進政策、いわゆる「昭和の大合併」により手狭になり当地に移転新築した。 
鉄筋コンクリート造6階建て（屋上階含む）で、2階から5階までは縦長窓を整然と配置し、窓の上下を濃い色のタイルで繋ぐことで縦横のラインが引き立つ意匠としている。シンプルで上品な外観であったが、平成18（2006）年から行われた耐震補強工事により、鉄筋コンクリートの柱と梁、鉄骨のブレース（斜材）が建物外部に増設された。一室ごとに独立した事務室形式から、各室が廊下に繋がる対面カウンター形式にするなど内部のレイアウトは大きく変更されているが、階段の腰壁はテラゾー（人造大理石・研ぎ出し仕上げ）、スチールの縦格子、木製ニスで塗装を施した手摺など随所に昭和の香りが漂う。
屋上に付設された展望室は松本城を俯瞰できる市内随一の展望スポットで、晴れた日は遠く白馬連峰まで見渡せる。有事の際に市内の状況を確認するという目的もあり造られたと推察されるが、開庁時には360度の眺望を楽しめる市民の憩いの場となっている。

Matsumoto City Hall Main Building

The main building of Matsumoto City Hall was originally located on the corner of Agetsuchi-Dori facing the Metoba River, but due to the policy of promoting the merger of towns and villages in 1954, the building became too cramped and was relocated to this location.
The six-story reinforced concrete structure (including the rooftop floor) was designed with vertical windows neatly arranged on the second through fifth floors, with dark-colored tiles connecting the upper and lower windows to accentuate the vertical and horizontal lines. The simple and elegant exterior of the building was reinforced with reinforced concrete columns and beams, and steel braces were added to the exterior of the building as part of the seismic reinforcement work that began in 2006. The interior layout has been largely changed, from an office-style layout where each room is independent to a face-to-face counter-style layout where each room is connected to the corridor, but the staircase has a terrazzo (artificial marble with a polished finish) waist wall, steel vertical grating, and wooden varnished handrail, all of which have a Showa period flavor.
The observation deck on the rooftop is the best observation spot in the city with a bird’s eye view of Matsumoto Castle, and on a clear day, the Hakuba mountain range can be seen in the distance. It is assumed that the observatory was built for the purpose of checking the status of the city in case of emergency, but when the observatory is open, it serves as a place for citizens to relax and enjoy the 360-degree view of the city.
